When PPL built is electric generating station at Shamokin Dam it acquired an archipelago of six islands in the Susquehanna River to anchor a dam designed to provide cooling water. Many years later, PPL made to decision to divest itself of the islands and donate them to NPC.

Subsequently, NPC transferred ownership of the islands to DCNR's Bureau of Forestry which will manage them to provide primitive camping for canoeists on the river, A carry trail will also be created to permit carrying canoes and kayaks around the dam. The islands will become a feature of the Susquehanna River water trail.
