In the 1960s PPL purchased land north of Washingtonville in Montour County for the Montour Steam Electric Station. PPL recently made extensive improvements to the plant to improve air quality. In conjunction with the work on the plant, PPL constructed a mitigation wetland to replace wetland damaged by the construction.

In April 2008, the conservation easement was finalized to permanently protect 102.91 acres. The conservation easement area borders PA Route 54 for 1,500 feet and Chillisquaque Creek for approximately 4,300 feet. The mitigation wetland is visible from PPL Road north of its intersection with Strawberry Ridge Road.
